The delegates of the Lower house were elected at the elections of delegates held in the counties. Approximately 10% of the entire voting age population could vote for the elected delegates of the Lower house (5% county nobility, 5% burgeous of free royal cities). Each county was entitled to one vote, while the delegates of the free royal cities, the clergy, and the autonomous districts (Jassic, Cuman, Hajduk) had only one vote each. Thus, the majority of the representatives in the Lower house were representatives of the county nobility. They were elected in the county elections, by the nobility at the county hall. The elected county envoy (representative) was given instructions and could be recalled.[1]
